In Shimane's mountainous interior, a town of some four thousand people sits beside the deep green Gonokawa river, ringed by mountains that turn through four distinct seasons. On a street lined with old buildings, next to a temple whose history reaches back to the Heian period, stands the former town hall, built in 1928. After years as a sewing factory and further alterations, it stood empty for decades. Its conversion into a satellite office — a regional revitalization project meant to draw new residents back to the town — continues here in Phase 2, expanding office functions into a second floor that had gone unused.
A small town, suddenly host to strangers arriving from outside.
We took that unease and turned it, through the idea of connection, into new energy.
A meeting room for some, a place to mind a child for others.
Like the ground-floor engawa, the alcove is a device for connection.
A satellite office, by its nature, brings a great many outsiders into a small town — and that can unsettle the people who live there. To dissolve that unease, and to let the town's own people and its newcomers mix into something like new vitality, we made connection the organizing idea of the design. On the ground floor, a community salon connects residents to the office's users; an interior engawa connects the users to one another. The second floor carries the same thinking forward: existing columns and walls on the north side, reinforced with new seismic bracing, hold a row of offices, while the south side opens into a large multipurpose room free for anyone to use. Between them, we placed four alcoves.
These alcoves double as meeting rooms and, for townspeople using the multipurpose room, informal childcare space — support functions working the same way the ground-floor engawa does. At the openings of the offices and alcoves, we reused the building's existing arched windows, layering them so that wherever you stand, you can sense the activity of the hall beyond. The alcoves' outer walls are painted the deep green of the Gonokawa — the town's own color — while their interiors carry the pale tones of Misato's four seasons, together shaping a space that could belong nowhere else. New shops have begun to open around the satellite office since; we hope this place continues to play its small part in a sustainable future for the town.
